PHCC GA Day at the Capitol 

On Tuesday February 18 PHCC of GA along with other contracting associations held a Day at the Capitol for Leadership.  The Members of these Skilled Trade Associations discussed the bills below.

Support:

HB 486 Amendment to Prevent Unlicensed Persons Advertising Licensed Plumbing Work
HB 486 falls under Chapter 14 of Title 43 of the OCGA, relating to prohibit certain advertisements related to plumbing contracting.
The new language reads as follows: "A person who does not have a valid license from the Division of Master Plumbers and Journeyman Plumbers shall be prohibited from advertising in any manner that such person is in the business or profession of plumbing as a master plumber or journeyman plumber unless such person is licensed by the Division of Master Plumbers and Journeyman."

SB 315 Amendment to Mechanic Liens Waivers & Releases
SB 315 falls under Chapter 14 of Title 44 of OCGA, relating to mechanics and materialman, so as to provide that a waiver and release of lien and bond rights shall only be applicable to the issues of the waiver and releases and shall not affect any other rights or remedies available under the law.
The new language states, on line 15-17 "(a) Waivers and releases provided for under this Code section shall be limited to waivers and releases of lien and labor or material bond rights and shall not be deemed to affect any other rights or remedies of the claimant."

HB 474 – Amendment to State Board of Workers' Compensation
HB 474 to amend Chapter 9 of Title 34 of the OCGA, relating to workers' compensation, so as to require certain procedures prior to the adoption, amendment, or repeal of any rules of the State Board of Workers' Compensation; to provide for exceptions; to provide for related matters; to repeal conflicting laws; and for other purposes so as to require certain procedures prior to the adoption, amendment, 3 or repeal of any rules of the State Board of Workers' Compensation; to provide for 4 exceptions; to provide for related matters; to repeal conflicting laws; and for other purposes.
At this point, opponents of HB 474 remain opposed to any legislation that dictates rule-making procedures to the State Board of Workers' Compensation.

Highlights from 2019 Event

The highlight of the day was spending time with the son of Past PHCC GA President B.L. Hawkins (1960-61) Rep Lee Hawkins, Chairman of the Budget & Fiscal Affairs Oversight Committee and Secretary of the House Regulated Industries Committee. As the son of a plumber, Chairman Hawkins knows all to well the issues plumbing and HVAC contractors face.
